Mississippi Manufacturers,
We are reaching out to bring awareness to the EPA's new regulatory requirements that impact hazardous waste generators in Mississippi. Beginning January 22, 2025, both Large Quantity Generators and Small Quantity Generators must register and maintain an account in RCRAInfo to comply with the EPA's new e-Manifest Third Final Rule.
Below, we outline the critical details you need to meet these regulatory requirements:
Who Needs to Register
LQGs and SQGs – All large and small hazardous waste generators must create and maintain accounts with either Site Manager or e-Manifest Certifier permissions to:
o Access final signed manifests from receiving facilities.
o Submit post-receipt data corrections.
o Submit exception reports electronically via e-Manifest (beginning December 1, 2025).
o For a list of LQGs and SQGs without a Site Manager or Certifier, please visit the e-Manifest Third Rule Compliance Check to download the list.
How to Register
To register, visit the e-Manifest User Registration webpage here and follow the instructions.
When the Requirement Begins
The registration requirement becomes effective January 22, 2025. Exception report submission via e-Manifest begins December 1, 2025.
Why This Change Matters
This new rule aims to reduce reporting burdens on industry and states, streamline the hazardous waste manifest process, and improve access to information for regulatory compliance. It incorporates hazardous waste export manifests into the e-Manifest system and integrates exception, discrepancy, and unmanifested waste reports for a more modernized regulatory approach.
